Canes Medical School (CMS) is graduate medical school under the Department of Health and Human Services and it is located in the H.H.S. Headquarter in Westhedge. Founded in 2023, by Secretary Gabriel L. Barclay. CMS is the second established educational institution in Vindex Nation after the Viridis State University, it is affiliated with several teaching hospitals and clinics include Seawall Hospital, San Amaro Hospital, The Seawall Clinic and The Barclay Health Clinic (Addersfield).
History
The Canes Medical School is founded in 2023, by Secretary of Health and Human Services Dr. Gabriel L. Barclay. It is named after the The 6th, 8th, 10th Secretary of Health and Human Services Dr. Thomas Canes, to remember his outstanding achievements and contributions to the department and the medical industry. The motto of Canes Medical School is ''Visio et Veritas'' which means Vision and Truth. The Charter is written by Gabriel L. Barclay on the 21st of June, 2023. It will be used at the opening and the graduation ceremony, as the symbol invested to the chancellor granting the honorary degrees and appointing Vice-Chancellors and CMS deans.
Before the establishment of CMS, most medical trainings are held in the Seawall hospital and the Viridis State University. The location of CMS will be in the new H.H.S. Crepe Adams Health Center (Westhedge) instead of the current one (Yasmine Fleury Health Center). Furthermore, The Barclay Health Foundation has decided to invest $1.5 million into Canes Medical School for its renovations, resource development, training expense etc.
The date of the opening ceremony is still to be confirmed, it will include a introductory of the school facilities, the administrative board and the honorary doctorate degree ceremony. It is believed to be held after the renovation of the building.
Charter
The Charter of Canes Medical School is a grant of power by the Government of Vindex Nation, stating that the granter formally recognizes the prerogative of the school to exercise the rights specified. It is implicit that the Department of Health and Human Services retains superiority. It is written by Dr. Gabriel L. Barclay on the June 22, 2023.
There are 9 acts in the charter including the Act Authorising The Board of Trustees to appoint the Chancellor and Vice-Chancellors of this Institution and An Act Authorising Canes Medical School to Award Graduate Degrees and Honorary Degrees in Conjunction with Certain Other Institutions. The original book 'Charter of CMS' is used in ceremonial events, such as graduation, Chancellor inauguration and honorary degree ceremony.
The CMS Charter can only be changed when the board of have full votes on the act or the rulings of the Supreme Court.
Academics and programs
The medical student will take the doctor/surgeon/psychiatrist test in the Seawall Hospital according to the law. After passing the test, the student will have their training according to their job in Canes Medical School. The bachelor programs includes surgical trainings, cure making, disease lectures. If the student achieves an excellent grade or distinction in their exam, the student will be given a master degree (M.Med, ChM, MMSc, MPH), all students will at least get a bachelor degree (MB, B.Surg) at the end of their studies. After their studies, they will be assigned to the Hospital or HHS clinics by the lecturer (VHD Trainer), the purpose is diversify the human resources throughout the Vindex Health Department and to familiarise the locations.
The Vindex Fire Department employees are also eligible for the Master programs, learning the revival of the patients and communications with VHD employees, health evaluations and there will be an examination of cross department services in the Master programs. The Doctorate Programs are for experienced HHS employees or HHS trainers, they will taught by the Vice-Chancellors and examined by the Chancellor. Moreover, the program includes educating bachelor and master students, emergency crisis intervention, complicated surgical procedures and department management. This will help them in their future promotion, a supporting reference for the leadership to review. Also, students who graduate with a doctorate degree, will be entitled the honorific prefix of ''Prof.'' and will be working at CMS.
The Honorary degrees are given to those who have major contributions to the medical field and the Vindex nation. The honorary degree recipient are chosen by the board of trustees, all rights are reserved to the board. The members of the board of trustees can nominate a recipient, and voted by the whole board according to the recipient's achievements and contribution to the medical field and the nation. There are special scenarios, the President elect of Vindex Nation will receive a honorary doctorate degree automatically after the presidential election. Furthermore, foreign national guests whether they are or are not members of the medical field in the past, thus they will be awarded one if the chancellor receives the honorary president's permission. The recipients will be given the honorary degree certificate in the opening or graduation ceremony of Canes Medical School by the chancellor. They will be entitled the honorific prefix of ''Dr.(h.c.)'' at the ceremony.

Organisation and Administration
The university's board of trustees, the governing and executive body of the university, comprises appointed independent persons – all of whom are non-executive from the Barclay Health Foundation, the Vice-Chancellors, the Secretary of Health and Human Services, the President of Vindex Nation, appointed by the Department of Health and Human Services.
The Chancellor will always be the acting Secretary of Health and Human Services, The position of Chancellor can be terminated by the board of trustees if it occurs. The Vice-Chancellors are appointed by the board of trustees according to their experience in the medical field and must be part of the leadership of the Department of Health and Human Services.
The Honorary president is the President of Vindex Nation, responsible for advising the CMS administration and granting honorary degrees to foreign diplomatic guests. The current honorary president is H.E. President Dixie Normous LXIX.

The shield in the arms of Canes Medical School has a field of colour 'Canes red', the central book is the symbol of education. The three coronets to be the reward and honour of Learning and Wisdom; and the triplicity of the coronets are taken to represent the three Professions or Faculties before specified [Science, Philosophy and Religion]. The white scroll is beneath the shield, with the word ''VISIO ET VERITAS'' (Latin for ''Vision and Truth''), inscribed across it.
