Gargathe Jarrade Oro (ProfessorOro) is a Vinish politician and attorney who is the current District Attorney. A member of the Liberal Party, he previously served as the 24th and 30th Attorney General under Presidents Kidey Barclay and A. Tyler, respectively. He has also served a multitude of terms in Congress, and as a District Court Judge.
Immigrating to Vindex Nation in 2015 under the username arisalanna, Oro explored all the country has to offer, particularly gaining employment into the Department of Health and Human Services, where he earned his M.D. in General Medicine at the Seawall College. Dr. Oro then decided to change professions to do something that would allow him to see the city more, so he became an Emergency Medical Technician. It was on this job that Gargathe started to see the crime that riddled the streets of the city, and he wanted to do something about it, so he became a police officer. This kicked off a long and rocky career within the Department of Justice. Oro failed several times and was terminated from the Department at various points throughout his career, but he was often rehired into the Department after consideration of the circumstances. Around 2020, Oro began to achieve a stable career in justice and politics, going on to serve a variety of positions and achieve a large number of items. He is also a practicing attorney with a Juris Doctor from Seawall College. Other degrees Gargathe holds are a BA in Political Science, BA and MA in Criminal Justice, and an AA in Culinary Arts all from Seawall College.
Department of Justice Career
Around 2020, Oro started seeing more success in the Department, serving a variety of roles. After being a beat cop and SWAT member for a while, he found his passion in the Criminal Investigations Division, where he worked on a variety of cases and gained expertise as an investigator. He achieved the rank of Senior Detective under Head Detective Ryo Holo, and Gargathe Oro started to train incoming detectives in essential field and investigation skills. Oro is known in particular for his expertise in interrogations and information gathering. Finding that he enjoys training others, Oro sought to be a member of the Training Department, and was appointed to the rank Chief Training Officer under Police Chief NAME. Oro served this office twice more in the future, when it was renamed to Lead Trainer. He was known in particular for his long, but thorough, trainings of cadets and junior detectives. He also oversaw the transition from the old Police Academy to the new model in Downtown.
When Kidey Barclay was elected, Oro briefly served as his Chief of Staff until Attorney General Johnathan Lewis was terminated, and Oro was appointed to replace him in December 2021. Attorney General Oro worked to consolidate the Department of Justice leadership team, and replaced several leaders over the course of a month. Warden Brock O'Leary resigned, and was replaced by Sherlock Holmes, a close relative of Tony Ramone. DEA Administrator A. Tyler also resigned and was replaced by Nick Delacour. Taylor Collins was the Police Chief during Oro's tenure, but due to conflict between the Police Chief and President Barclay, Gargathe Oro fired Collins by surprise during a press conference at the White House citing insubordination and disrespect, naming Will Fairweather acting Police Chief. Collins was eventually rehired by Oro after negotiations between all parties involved. Oro established membership caps on specialized divisions, which include the Drug Enforcement Agency, Criminal Investigations Division, and SWAT. Of final note, Oro redesigned a large section of the DOJ Headquarters interior, and appointed Amaido Goodman to District Attorney. In late January, Oro was terminated from his position by surprise by President Barclay at a press conference, and replaced by Jim Gordon.
During Oro's third and final tenure as Chief Training Officer, he came into conflict with the Department of Defense, specifically the Army, over a jurisdictional dispute around Fort Irwin's borders. Attorney General Nick Delacour reassigned Oro to the post of District Attorney after a period of negotiations, where he completely overhauled the prosecutorial process. He streamlined the process for getting cases to court, and oversaw many notable convictions, including the owner of a large cocaine farm. Gargathe Oro later served as the 47th Police Chief from September 10, 2023 until his appointment to Attorney General on October 25, 2023. He was appointed to Police Chief by Attorney General Zackary Lander on a two-week trial basis, however because of increasingly low national population, not much was accomplished by Chief Oro. He appointed Brody McLallen to the position of Deputy Police Chief, and downsized the entirety of the leadership team in order to reflect the country's declining population. When Lander resigned, the Department of Justice was left without leadership for about a month, due to President A. Tyler's reluctance to promote Oro to the position.
When Oro was appointed to Attorney General for this second time, he overhauled the DOJ Discord, attempting to make it much more consolidated and user-friendly for both staff and members of the public. He established a range of policy that include conduct as well as establishing a direct flow of information from investigative agencies to the Office of the District Attorney. Oro took a tougher stance on crime than most other Attorney Generals in history, using a slogan "#ToughOnCrime". He sought relatively high fines and sentences in courts, directed investigative agencies to take a more aggressive approach to criminal investigations, and fiercely defended firm criminal laws and laws that empower justice employees. Oro was additionally highly successful in court at defending the Tyler Administration's policies from various challengers and political opponents. Gargathe appointed Brody McLallen to Police Chief when he was appointed, but later replaced him with Tony Ramone, citing inactivity. Ramone appointed three deputies who led different divisions of the Vindex Police Department. Benjamin Anderson served as Oro's DEA Administrator, John Smith as District Attorney, and John Warosa as Warden. The Department of Corrections was originally suspended, but it was unsuspended upon the recruitment of Warosa. It was primarily used to enforce criminal sentences and assist officers in holding and transporting suspects. Oro also began, but never finished, a database system that provided valuable insight in the criminology of Vinish career criminals. Arrest logs were made limited access during this time, and those seeking criminal background knowledge on others was required to file a request for this information. A records manager, Nick Delacour, was appointed to oversee these requests. Near the end of Oro's tenure, he announced his Presidential campaign, and resigned from Attorney General upon winning the early 2023 Presidential election. The Department of Justice under Oro's second tenure was seen in an overall positive manner, but was negatively received by many career criminals.
Legal Career
Gargathe Oro is a practicing attorney who has practiced law in almost every field. He began as a criminal defense attorney, taking on a mixture of paid, pro bono, and public defender cases. He has also handled a variety of contract disputes, both for plaintiffs and defendants. Oro is highly renowned for his ability to write legal documents and contracts, and thus is a popular choice for people seeking to have a contract drafted. Oro has been known to attempt constitutional law cases, even presenting litigation against the Vindex Intelligence Agency, unsuccessfully. More recently, Oro has been focusing his attention on criminal prosecution, serving as Attorney General twice and District Attorney once. As a prosecutor, Oro often seeks maximum penalties against defendants, causing many of them to make plea deals before the case goes to trial. He has caused career criminals to have to pay a collective total exceeding $200,000 Vinish dollars in fines and serve 10's of hours in the Vinish Penitentiary.
President A. Tyler appointed Oro to the District Court as a judge, and he was confirmed by the Senate, but due to an election fraud scandal, the confirmation was deemed invalid. Oro had the option of being nominated again, but he declined so he could continue his legislative career. He is a strict textualist when it comes to application of the law as a jurist, both as an attorney and as a judge, preferring to assess the current literal meaning of words and phrases in the text reviewed. He presided over one civil defamation case that got dismissed due to a non-responsive plaintiff.
Political Career
For many years, Gargathe Oro has been politically active, especially in the legislature. He has served countless terms in the House of Representatives, both before and after Respublica. He has also served in the Senate, but only after Respublica. Oro is known for writing long yet detailed and thorough bills that have mixed rates of success in the chambers and on the President's desk. His legislative strategy and style is focused on preventing loopholes in legislation, often writing bills for other people using a combination of both his and their ideas. In February, Oro declared that he would be contesting the Presidential election and created a campaign discord. He released a large list of policies and specific goals, and made the promise of having a diverse cabinet. More information on Oro's policies and cabinet can be found in Oro Administration. He ran under the Liberal Party along with his running mate, Michael Barclay, winning the election 36-31 the afternoon of February 28, 2023. Oro took office on that evening, opting out of an inauguration, and was sworn in by Judge Juliea Simons.
When he took office, Oro immediately nominated his entire cabinet to the Senate for review, and all were approved and officially appointed a day later. On March 2nd, Oro extended the President's power to pardon to issue a blanket pardon to the entire country. On the same day, he issued another executive order commanding all federal agencies to modernize and improve their Discord servers for the purposes of becoming more user-friendly. On March 8th, Oro issued two more executive orders that rolled out his financial and border control agendas. Vindex Nation was facing an emigration crisis as many notable citizens left the country to reside in Lech. His fourth executive order sought to incentivize Lech citizens to return to Vindex Nation by stripping them of their dual citizenships with Vindex Nation. Oro notably is a war-time President, being faced with war that Lech declared in late March, but only lasted for one day. Peace negotiations are still occurring to this day, with a treaty in the works that is delayed by an unstable Senate. On April 8th, Oro de facto abolished the Department of Treasury by suspending its two sub-departments and refusing to appoint a new Secretary of Treasury after former Secretary Tadakatsu Honda entered a permanent comatose state. This measure faced significant controversy as well as two lawsuits. One of the lawsuits, initiated by the House of Representatives, was promptly dismissed by Judge John Smith. The other, initiated by former Treasury employees, was heard by Judge Ryan Duffy who ruled that the President had sufficient grounds to terminate the former Treasury employees, suspend the two sub-departments, and refuse to appoint a new Secretary of Treasury. The Judge also ruled that the President's attempt to reassign the Federal Grants Program to the Department of Health and Human Services was unlawful according to the Government of Vindex Nation Act. The Secret Service was later reinstated.
The House of Representatives impeached President Oro on April 15, 2023 for "Abuse of Power" and "Obstruction of Government Branches" with a fairly split vote. The Senate acquitted Oro of these charges on April 16, 2023 by one vote. In light of this impeachment and in response to negative public feedback, Oro promoted Secretary of State Nick Delacour to Chief of Staff to help improve the administration's image and decision-making processes.
