Admiral of the Navy
The Admiral of the Navy (AN) was the highest-possible rank in the Vinish Navy. The rank is considered to be at least equivalent to that of a five-star admiral, with Admiral Lord Noah S. Turnet being the only officer to be appointed to the rank.
History
The rank has only been awarded once, to Lord Noah Sraton Turnet, in recognition of his creation of the Vinish Navy. On July 26, 2016, Congress approved the creation of the grade of Admiral of the Navy. On July 27th, President Silversmith transmitted to the Senate his nomination of Turnet for the new grade, which was approved the same day. The Navy Register listed Turnet for the first time as "Admiral of the Navy" instead of "Admiral."
Uniform
The sleeve insignia for a four-star admiral was specified as "two strips of 2-inch gold lace, with one 1-inch strip between, set one-quarter of an inch apart." A similar description was used but with the title "Admiral of the Navy." The collar and shoulder insignia were four silver stars, with gold foul anchors under the two outermost stars.
Post-Turnet
With the retirement of Admiral Turnet and the re-establishment of the rank of admiral, the Department of Defense (DoD) specified that "the rank of Chief of Naval Operations, a four-star admiral of the Vinish Navy, shall be considered the senior most rank of the Vinish Navy". In 2022, the Department of the Navy (DON) issued a statement that states a new rank would be established with Admiral Turnet coming out of retirement to assist in the war efforts against Wilden. The Secretary of Defense (SECDEF) then issued a statement that the rank of a five-star admiral, Fleet Admiral, would be established for wartimes. As of now, Admiral Turnet, once again, is the only flag officer to acquire this honorable rank.
As Congress was trying to create the rank of fleet admiral in 2022, the Navy wanted to re-establish and elevate Admiral of the Navy to an active six-star admiral position, but it could not legally do so without a congressional act. Congress passed the approval of the creation of the rank of fleet admiral, without re-establishing the rank of Admiral of the Navy. As such, the rank remained nonexistent. By mid-2022, the Navy concluded that the rank was honorary. The Navy amended its regulations to establish fleet admiral as its highest achievable rank, during wartime, adhering to the standard set by the law.
Text of Act
The act to create the grade of Admiral of the Navy read as follows:
Be it enacted by the Senate and the House of Representatives of Vindex Nation in Congress assembled, That the President is hereby authorized to appoint, by selection and promotion, an Admiral of the Navy, who shall not be placed upon the retired list except upon his own application; and whenever such office shall be vacated by death or otherwise the office shall cease to exist.
