Laughing Labs was founded in May 2014 by Leo Laff as a small time pharmacuetical manufacturer - the name "Laughing Labs" was chosen "to make the company appear more industrial and upscaled" - and by 2015 Laff's company was routinely earning small grants from a local health department fund. Using his newly accumulated funds, Laff invested in real estate and purchased a vast, amount of land in a territory of North Eastern Mobteria in December 2014. Laughing Innovations was incorporated in January 2015, and was shortly rewarded it's first military contract from the Mobterian government. This had kickstarted the company's weapons development program, a staple that is still part of the company today.

Many of these programs would be haphazardly thrown together with little to no real organization and many medicinal testing was found to be cheaper to just test and document effects of medicine on people rather than animals which was a popular choice for subjects in the industry at the time. Because of this, Laughing Labs had decided it was cheaper to solely rely on volunteers, rather than pay subjects which was a practice done by LL before the "Voluntary Medicinal Research Program".
