==History==
===A New Beginning===
The Vinish Red Cross was established in [[Vindex City]], or Uptown, on July 28, 2018, by [[GuinessGeneral|Lord Noah S. Turnet]]. He became its first president. The first military chapter was established in 2018 at the [[Naval Base Pearl Harbor]] in Gallifrey Port under the Bureau of Medicine and the Navy Nurse Corps. The first regional chapter was establish in early 2019 at the [[Recreation Center]] in [[Seawall City]], making it the first "Headquarters" for the VRC. Since then, the plans for the new VRC is being developed with a generous donation from [[xArshMK]]. Through Arsh, VRC has been given the opportunity to set the new HQ within Kingston Tower, which is a block away from the National Hospital, making it a great opportunity for government relations.

The VRC is a nationwide network of 1 main HQ located in [[Adderfield|Adderfield City]], Viridis, 2 regional chapter offices, 1 in the state of [[San Amaro]] and 1 in [[Seawall|Seawall City]], Viridis, and 2 blood services regions for both states of Vindex Nation, [[Viridis]] and [[San Amaro]].

Approximately 18 Red Cross volunteers and 9 employees annually mobilize relief to people affected by more than 50+ disasters, train 20+ people in necessary medical skills, exchange more than a million emergency messages for the Vinish military service personnel and their family members, and support the military in their efforts for having a reserve force. The charity also assists victims of international disasters and conflicts worldwide, connecting separated family members.

The Board of Governors is a group of individuals either appointed or elected to manage and govern the assets of the Vinish Red Cross. The board's utmost duty is to protect the organization's best interests through decisions made on its behalf.

Generally, Governors don't receive compensation for their service, but if they receive compensation, the structure of payment should be included in the bylaws. All such rules concerning the board of trustees must also be in full compliance with state laws that govern organizations.

===== Governors Responsibilities =====
One of the Board of Governors' primary responsibilities is to uphold the fiduciary duty to protect all of the organization's assets and funds in trust. The overarching duty includes the duties of care, obedience, and loyalty, which means that a trustee must place the organization's interests above their own when making decisions on behalf of the organization.

Trustees, then, must avoid conflicts of interest as much as possible and should disclose any information that could suggest self-dealing. For example, if the board is deciding whether a contract should be awarded to a particular vendor, none of the trustees should hold an interest in that vendor. Such intermingling of affairs would likely be an unacceptable conflict of interest even if other board members sign off on it.

While fulfilling its duty, the board manages its affairs and makes decisions to protect the stakeholders' best interests. Such decisions may include how to invest assets, the choice of institutional manager, and the pursuit of specific investment options.

While day-to-day management of the organization is usually more the responsibility of staff, volunteers, and other management, the board of trustees focuses on larger and broader decisions that affect the organization. Such issues may include the organization's overall mission and direction and other strategic planning matters.

==Health and Safety Services==
The VRC provides [[wikipedia:First_aid|first aid]], [[wikipedia:Cardiopulmonary_resuscitation|cardiopulmonary resuscitation]] (CPR), water safety and lifeguarding, disaster preparedness and home safety training throughout Vindex. Training programs are primarily aimed at laypersons, workplaces, and aquatic facilities. The VRC teaches around 90 citizens these skills annually, ranging from youth to professional rescuers. The only one Vinish Red Cross chapter also have for sale first aid kits, disaster kits, and similar, related equipment.
==Disaster Cycle Services==

Each year, the VRC responds to more than 100 disasters, including house or apartment fires (making up the majority), hazardous materials spills, transportation accidents, water incidents, explosions and other natural and man-made disasters.

Disaster relief focuses on emergency disaster-caused needs. When a disaster threatens or strikes, the VRC provides shelter, food and health and mental health services (Psychological First Aid) to address basic human needs. The core of Red Cross disaster relief is assistance to individuals and families to enable them to resume their normal daily activities. The organization provides translation and interpretation when necessary, and maintains a database of multilingual volunteers.

A major misconception among the general public is that VRC provides medical facilities, engages in search and rescue operations or deploys ambulances. Instead, first responder roles are left to government agencies as dictated by the National Response Framework. Red Cross societies outside Vindex may provide such functions; for example, other Red Cross societies may run a national ambulance service. Furthermore, Vinish Red Cross [[Emergency Response Vehicle|Emergency Response Vehicles]] (ERVs) look similar to ambulances. These ERVs instead are designed for bulk distribution of relief supplies, such as meals, drinks and other relief supplies. Although VRC shelters usually assign a nurse to the facility, they are not equipped to provide medical care beyond first aid.

The VRC international disaster response and preparedness programs provide relief and development assistance to millions of people annually who suffer as a result of natural and human-made disasters. To respond quickly and effectively, the VRC has pre-positioned emergency relief supplies in three warehouses managed by the International Federation that are used to respond to disasters. An [[wikipedia:Emergency_Response_Unit_(IFRC)|Emergency Response Unit]] (ERU) is another method with which the VRC responds to international emergencies. An ERU is made up of trained personnel and pre-packaged equipment that is crucial in responding to sudden, large-scale disasters and emergencies in remote locations. Vinish Red Cross ERUs specialize in providing emergency relief supplies and IT and Telecommunications for Red Cross response operations.

Turnet played a major role in naval history as the Commander of the Vinish First Fleet and the Commander of Security Forces, commanding air, land, and sea forces during war times. Turnet was the leading Vinish Naval authority and is the founding father of the [[Department of the Navy]] in the Vinish [[Department of Defense]]. He soon developed it into what you see now as the [[Vinish Navy]]. He was the first Vinish citizen of Asian descent to command the first naval fleet of the Vinish Navy and was the highest-ranking Vinish citizen of Filipino descent in the Vinish military during his time as commander.

Born in the Philippines, his family moved to Vindex and stayed in the state of Viridis, Turnet grew up in town of Seawall, where he attended local public schools. He is also the first and only 5-star [[admiral]] in the Vinish Navy ([[Fleet Admiral]]).

==Early Life and Education==

Turnet, a Vinish-Filipino, was born the son of Jessica Aquino Turnet and Andrew Fotunata Turnet on April 22, 1989, in Santo Domingo, Ilocos Sur, Philippines. He was significantly influenced by his Filipino-born paternal grandfather, Henry Turnet, a former captain in the Philippine [[wikipedia:Marines|Marine Corps]], who taught him, "the sea is like a raging monster waiting to be tamed. It looks onward to seek one who is capable of taming it – awaiting its opponent. Be brave and stand up to fear to stand in front of the beast and show it your integrity to make this world better."
===Immigration ===

Lord Turnet immigrated with his family from the Philippines to Vindex in the year of 2013 to seek a new perspective, with the coming of his 24 years in the year of 2013. The official date they immigrated was the 17th of December in the year of 2013. His family and himself gained Vinish citizenship a few months after arriving and completing the necessary documents to have their permanent residency visas and status changed to Vinish citizen status.
===Education===
Turnet, with the ambition to excel in his studies, attended [[Seawall College]] in January of 2013, entering as an Engineering major. During his junior year, he was introduced to the healthcare system by volunteering at the [[VN General Hospital]] in [[Downtown Vindex City]]. Upon his service as a volunteer in the Emergency Department, Turnet wanted to double major in Health Science. He completed his General Education (Gen Ed) requirements by his Junior year and was quickly moving through the university system. Since he was double majoring, his time was extended by another quarter, though, this was not tough for him since he is quick to act on assignments and projects. He soon graduated from the University of Vindex in May of 2015 and was UV's first [[wikt:summa_cum_laude|Summa Cum Laude]], earning a 4.3 GPA on his overall higher education journey, though he has achieved the 4.0 status in his earlier educational journey.

Upon completion of his his Bachelor of Science in Health Science degree, he later pursued a Master's Entry Program in Nursing (MPEN) at the [[Viridis State University]] (VSU) to get his Master's of Science in Nursing. This program enabled him to receive both the [[wikipedia:Bachelor_of_Science_in_Nursing|Bachelor of Science in Nursing]] (B.S.N.) and the [[wikipedia:Master_of_Science_in_Nursing|Master of Science in Nursing]] (M.S.N.), making him qualified to take the state's exam for the licenses for Registered Nurses (RNs), [[wikipedia:National_Council_Licensure_Examination|National Council Licensure Examination]] (NCLEX). Upon receiving his RN license, he decided to pursue a higher level degree at an accelerated pace, the [[Doctor of Medicine]] and [[Doctor of Nursing Practice]] doctorate degree.

There he had saved countless lives, cured multiple various diseases, mentored future medical professionals, and at one point became the spokesperson for the medical field as his advancements in medications and treatments were, at the time, exceptional and world-class.

After a life serving the public as a Doctor for a year, he enlisted in the [[Vinish Police Department]], the largest operating law enforcement in the state of [[State of Viridis|Viridis]] under the [[Department of Justice]]. He started at the [[police academy]] where he was initiated into the Police Department. He once rose to the newly added ranks and was recommended by the [[Police Chief]] of the time, AlphaSlii_x, to be promoted to [[Sergeant (Police)|Sergeant]] in mid-2016. During his years as a sergeant, he decided to work his magic in the investigative field and started pursuing a job as a [[Detective]].

This business strived to provide the highest level of customer service while providing the highest quality of services. Gui Corps is the parent company to many businesses like the [[Guiness World Records]], a World Records company showcasing the talent of the world.

Gui Corps would soon partner with [[Triple G Enterprises]], a bar, and social business. The company would support Triple G in its endeavors and would provide hospitality services for them during parties, social gatherings, and corporate events. This put Gui Corps in the public spotlight by partnering with the then-largest business in the nation.

He was a [[detective]] for some time solving crimes and murders until the [[Vinish Coast Guard]] (VPD-CG, VCG or CG) - a division in the [[Department of Justice|Vinish Department of Justice]] - had an opening in January of 2016. He decided to give it a try as a [[Sergeant (Police)|Sergeant]] and took to the waters. A few months in, Turnet became the most senior and elite [[Captain (Coast Guard)|captain]] and became the lead officer of the fleet.

After his years in the Coast Guard division, Turnet, once again, pursued a career in the medical field and acquired space for his private practice at the national hospital located in the downtown area of Vindex City. Afterward, a new opportunity mid-2016 came up with the creation of the Vinish Navy, in which he assisted himself and decided to pursue that career, one that he so wanted to achieve.

The creation of the [[Department of the Navy]] came about July 26th, 2016 when three people, which were Xtreme__, [[Supreme Commander of the Armed Forces|Supreme Commander]] [[Phillip Zachary]], and GuinessGeneral, had an idea and pitched it to the President at the time, President Christian Silversmith ([[dragon_12dk]]). The four players met on an existing but inoperable carrier owned by [[CollinHH]] himself, which is the first unofficial ship of the Vinish Navy and took on the name of the [[VS CollinHH]] (CV 1).

From that meeting, ranks, jobs, potential vessels, and the missions and visions were thought up and hence the Vinish Navy emerged. In the beginning, starting with only a few ranks, then adding on the ranks of [[Chief Petty Officer]], Senior Chief Petty Officer, Master Chief Petty Officer; the jobs of the Bureau of Medicine, the Center for Security Forces, Naval Construction Groups, Naval Aviators, and Recruit Division Commanders; and the mission and values of that of the United States Navy.

It was then decided that Turnet would lead in the creation and organization of the new branch of the military, overseeing its growth, expansion, and creation. Turnet also assisted in their first naval base known now in history as [[Naval Base Pearl Harbor]].

Turnet then established the first ship, an Intrepid-class aircraft carrier, the [[VS Expedition]] (CVN 2) as [[Commander]], Commander at the time due to limitations on ranks during the time. Turnet assisted with Operation Sea Storm on June 14, 2017. His assignments were to look on for intel on the rebellion and assist his assigned XO, or executive officer, to the new ship with day-to-day operations on the ship, personnel assignments, ship security, and operations. His staff assignments on top of his normal duties included duty in the surface defense division on the Chief of Naval Operations staff; naval aide to the President; prospective commanding officer instructor for Commander, [[Naval Construction Group One]], NB Pearl Harbor; and director of Strategy and Policy at [[Vinish Naval Intelligence Agency]].

Around the end of 2018, December 17, 2018, Admiral of the Navy Noah S. Turnet stepped down from office and his position. During this transition, the [[Secretary of Defense]] was left to find a person who could fit the "big shoes" that Lord Turnet left for his successor.

A few months prior his retirement, Turnet founded the [[Vinish National Red Cross]] (VNRC) and became its very first [[President (organization)|President]] and [[Chief Executive Officer]] (CEO). With this creation of another historic and memorable organization, Lord Turnet would want to present the nation with a possibility of unity and wants to stay connected with his military life.

Another vision of Lord Turnet was to assist the country with disaster and medical needs creating the first Red Cross pharmacy at the newly established Seawall Regional Chapter Office in the old recreation center near the Central Bank of Vindex.

Post-creation, Lord Turnet became the organization's first President and CEO and led the organization to get approval from President Wellington to be the nation's first responder and pharmaceutical supplier to the hospitals, medical centers, and pharmacies spread throughout the mainland. With this recognition and approval, Lord Turnet decided to enlist a Board of Officers and started to accept volunteers for the various departments within the Red Cross.

To this day, the VNRC is the largest non-profit government agency to be and is believed to be the strongest post-military life adjustment agency and the nation's largest and first disaster response and relief network. On February 19, 2019, during a press conference with President Wellington, without any prior knowledge, President Wellington invited Lord Turnet to the stage. To his surprise, he was commended for his actions before and after his military service with the Presidential Medal of Freedom. From his service in the Vinish Coast Guard, a division of the Vinish Police Department at the time, to establishing the first humanitarian society of the International Federation of the Red Cross on Vinish soil, it comes with no surprise to everyone that Lord Turnet would receive such an honor.

Lord Turnet's dedication to his country is not unnoticeable in the eyes of many. President Wellington was estatic himself to present the nation's highest civilian award as he saw Lord Turnet through the years as a symbol of Vinish Pride.

As Lord Turnet was presented the medal, a single teardrop ran down as President Wellington strapped the Medal of Freedom to him. Along with this, Lord Turnet was presented with a small brown box containing additional Medal of Freedom medals, made to be worn during various occasions with the medal-like award, a tie clasp, and a military-style ribbon to attach to his uniforms.

On July 26, 2019, a war against Wilden commenced and Lord Turnet decided to assist the Vinish efforts by joining back in the Navy as a reservist while still being a civilian. After the operation, President Wellington presented Lord Turnet with the Congressional [[Medal of Honor]] for service to his country and forward the creation of the Vinish Navy.

Lord Noah S. Turnet was presented with the [[Medal of Honor]] during an award ceremony at the White House where eight of his fellow servicemen were also presented with the Medal of Honor. During his turn, the crowd was eager and his servicemen were proud to have served alongside him during his military career.

Lord Turnet, although, was overwhelmed as he was not expecting such appreciation for his contributions and almost broke down on stage as President Wellington strapped the Medal of Honor on Lord Turnet. The crowd then chanted his name as he stood on the stage for photos with his fellow recipients and the President and had a single photo shot of the President and himself with an appreciation for what he has done and what his country has done for him.

== Early Life (2014-2015) ==
The [[Zachary family]] were immigrants who came from a far away land which was devastated by famine and disease. Many of its early family members who came and settled in [[Vindex Nation]] started out as potato farmers. Phillip Zachary Jr. was born on May 22, 1992, at [[Downtown]] in [[Vindex City]], [[Viridis]], and was the first of four children.

After graduating from the University of Viridis with a Bachelor of Business Administration (BBA), he founded his company which was called Sherlock Industries, now known as [[Sherlock Enterprises]]. He partnered up with (Callwarrior) and embarked on his first business endeavor, Shercall, which designs, manufactures, and sells move craft airplanes. He later invited a popular engineer (Buttertwins) to join his firm as a stakeholder and head of its defense section, spearheading the production of fighter aircrafts and missiles. His success in aviation manufacturing led him to establish his second firm under the parent company, Vinish Airways.

After suggesting the creation of detectives to President Silversmith, he became the first person to take the detective exam. He took charge of many cases that led to the exposure of organized crime in the nation, including the first ever publication of an underground mafia that ran deep in [[Seawall City]].

== Military Career (2015-2017) ==
The enlistment of his close friend Sergeant (Buttertwins) and the leadership of Captain [[Seth Kraid]] inspired Zachary to seek enlistment in the [[Vindex Nation Army]]. He worked closely under Captain Kraid and received training from Sergeant (turtlc). His dedication to service led him to become the first promoted officer and subsequently the first to hold all officer ranks (excluding Captain).

=== Supreme Commander ===
After serving as General for a while, President Silversmith finally commissioned Zachary as Supreme Commander of the Armed Forces. He oversaw the first construction in Fort Irwin and ordered the creation of new camps as well as adequate living quarters, office spaces, a medical bay, and a security wing which included a detention cell and an interrogation room. He also established the first units in the V.N. Army which included the three oldest divisions: Infantry Division, and Medical Command (MEDCOM), and Intelligence & Security Command (INSCOM). After being given a proposal by Noah Turnet, a coast guard officer, he authorized the creation of the V.N. Navy under Turnet's command.

=== Battle of Shephard Island ===
Following President Silversmith's appointment of (ultiment9) as the second Secretary of Defense, the position of Supreme Commander was deemed to be futile and the position was abolished. Zachary was then commissioned as General of the Army. During his tenure, tension continue to increase between Secretary of Defense (ultiment9) and the Shephards. Zachary voiced his criticism against the unfounded detestation of the Shephards. Prior to the invasion of Shephard Island, the V.N. Army Intelligence & Security Command found Ryan O'Leary, possibly under the influence of Secretary (ultiment9), to be conspiring to initiate an act of genocide against the Shephards.

This incident was reported to Zachary, which later informed the leaders of the Shephards. Subsequently, under the orders of (ultiment9), Zachary lead a military operation to squash the Shephards at their island which resulted in a Vinish victory and the execution of Omar Shephard. In the days of the aftermath, he was sacked from office by (ultiment9). The discorteous sacking of a long-time military veteran and what many considers as the father of the military resulted in a massive outcry across the nation. The Shephards, despite being a losing beligirent in a war which was led by Zachary, carried out protests outside of Fort Irwin. Multiple generals including General Constant N. Hunter (constantinos2), General (Mikester97), General Snake (rattlesnakee), General (FairyPug), General (flowerotto), and General (snoopyfun) pledged to Zachary that they are prepared to resign in protest.

However, Zachary advised them to not conduct a mass resignation as it will lead to a collapse of the military resulting in the immediate loss of stability. Following major protests, Zachary was reinstated in the V.N. Army as a general. Colonel Ian Shaw (Brenann), which was among the first batch of drill sergeants selected by Zachary, was appointed by (ultiment9) to succeed Zachary despite his lack of experience as an officer.

Zachary advised Ian Shaw to create a law enforcement arm in the V.N. Army which would be responsible for conducting military policing, counterintelligence, and military correctional services. With approval from Secretary (Fairy_Pug), the V.N. Army Security Command was established under the leadership of General Zachary. During his service, he strengthened the internal security of the army by identifying spies. He also uncovered corrupt practices in the V.N. Army Special Operations Command which involves its leadership, General (sprinklesdude). He discovered that the commanding general of the 75th Rangers Regiment, General Zephyr, was involved in dealings with the Mafia to sell sensitive military information and access to military assets which resulted in his dishonorable discharge. During his time, he also investigated General Dante Holt (PurgePlanet) for his involvement with illegal narcotics which resulted in his dishonorable discharge. Zachary worked with Shaw to create the first Uniformed Code of Military Justice and was responsible for the creation and advancement of the Judge Advocate General's (JAG) Corps.

In the closing days of 2017, reflecting back into his long time military service and his desire to advance his career as a civilian and pursue politics, Phillip Zachary resigned from the V.N. Army and gave a last emotional salute to the V.N. flag at Fort Bragg.

While investigating the Hagia Sophia, a small hole in the wall was discovered towards the back left corner of the interior when a snake crawled out of the hole and revealed the wall was hollow. Agent Rhodes, [[Vice Chancellor]] Kamenev, and Director Tyler began to carefully excavate the Ark and transported it to a secret location to study and document the discovery. The location of the Ark is currently only known by the LSS.

When Agent Rhodes talked to a local Shaman, it was discovered that according to legend, five stones were given to Sankara (A Hakunan Native) by the Hakunan Gods on the volcano, along with the message that he should go forth and battle evil with them. The stones contained diamonds inside, which would glow when the stones were brought together, as a way to recount the legend of the emerging from the fiery pillar. The diamonds could give warmth and life, but the stones could also be used for fiery destruction for those who betrayed the gods. An expedition to Hakuna ensued, with Agent Rhodes, Director Tyler, Prince of Malta and then [[Chancellor of Lech]] [[Brody McLallen]], and [[Lech Minister of Foreign Affairs|Minister of Foreign Affairs]] [[Ardant du Picq]]. The stones were hidden deep within the cave beneath their bank, filled with lava, parkour, and traps to ensure nobody could easily access them. All 5 of the stones were recovered by the Special Antiquities Collection Division and transported back to the [[Lech|Empire of Lech]], where their location today is only known by the LSS.

The Rebel Fleet was attacked on July 18th, 2019 by the Wellington Administration, and its flagship, the USS Wobbly's Mom was sunk. The Rebel Fleet was the first ever documented case of the Rebellion using ships to rebel against the Government of Vindex Nation. The Fleet was ultimately destroyed completely by the Wellington Administration and has not been recreated since.

The Royal Wilden Constabulary (RWC) is the territorial police force responsible for law enforcement and the prevention of crime in [[Wilden]]. In addition, it is responsible for some specialised matters throughout Wilden, including national counter-terrorism measures and the protection of specific people, such as the monarch and other members of the royal family, members of the government, and other officials.

The main geographical area of responsibilities consists of the 2 counties, each with 3 boroughs. Territorial Operations is headed by Assistant Commissioner with the rest of the command made up of the Local Policing and the Special Constabulary each headed up by a commander. Local Policing encompasses the RWC's police stations and the public order unit, the Territorial Support Group, all headed up by a Superintendent reporting into the Commander of Local Policing.

The Territorial Support Group (TSG) specialises in public order policing, amongst other specialist areas. TSG units patrol the streets of Wilden in marked police vans or "carriers"; using the call sign prefix "Uniform". Generally each carrier has an advanced (police) driver, seven constables and a sergeant. Territorial Support Groups often comprise three carriers, twenty one constables, and three sergeants reporting to an Inspector.
